Our Story
History/Founders
In 1981, Ann Turner, M.D., and Catherine Bax, a Family Nurse Practitioner, recognized the need to provide health care to the rapidly growing uninsured and underinsured population of South Los Angeles. In an effort to address the need, they opened a small storefront clinic located at the corner of San Pedro Place and Main Street. As information about the clinic’s services quickly circulated, more and more residents began to seek medical assistance. It became known as "Clinica San Pedro" and was also known for providing quality service and care regardless of income or insurance status.
As the demand for medical services escalated, it became very apparent the clinic had outgrown its original site of 3,900 sq. ft. and in 2000, a major capital campaign was launched to defray expenses associated with construction for a new facility. The success of the campaign allowed the clinic to expand programs and services to address population growth. The main clinic now operates from a 13,300 sq. ft. facility located in the historic South Los Angeles area.
In 2002, SCFHC was designated as a Federally Qualified Health Center 330 Clinic. Such qualifications require adhering to strict government standards of providing quality comprehensive service delivery and detailed reporting directly to the Federal Government.
About Us
For 30 years, South Central Family Health Center (SCFHC) has played a major role in filling the void for comprehensive health services in the historically underserved and uninsured population of South Los Angeles. The services provided directly address healthcare issues prevalent among geographically and economically disadvantaged individuals and families. Since its inception, SCFHC has been in the forefront committed to addressing healthcare disparities in a competent and linguistically appropriate manner. South Central Family Health Center has more than 100 staff members of which 20 are clinical staff who provide the direct medical services, treatment and care to patients.
Through diverse funding sources such as The S. Mark Taper Foundation, Kaiser Permanente, The Ahmanson Foundation, Queens Care Charitable Division and the County of Los Angeles, and the Federal Government, SCFHC has more than doubled its number of patients and patient encounters over the past few years. Located on the corner of Central Avenue and 45th Street, the facility is the primary medical provider for the community.
Our health center is a Health Center Program grantee under 42 U.S.C. 254b, and a deemed Public Health Service employee under 42 U.S.C. 233(g)-(n) – FTCA.

Message from the Chief Executive Officer
Welcome to South Central Family Health Center (SCFHC) – your neighborhood community clinic - to provide you the highest quality health care and services. This past year, I've invested a great deal of time taking notes on the suggestions for enhancements in our services from our patients, staff and friends of the clinic. Their contribution is very important to our success. We want to hear from you so we can ensure we are meeting your health needs and expectations.
This is a remarkable time for SCFHC. After more than thirty-years of serving the Community, the organization is growing and ready to make significant changes that will broaden our access to more than 15,000 patients we are serving today and the thousands who will benefit from our services in the near future.
We will be expanding to new service locations, as well as improve our clinics to better serve our patients’ needs. We want to provide quality healthcare to you and your family and we are striving to do the best we can to make your experience a pleasurable one.
SCFHC takes great pride in its leadership role as a community clinic and feels very fortunate to have talented clinicians, administrators, and a committed and visionary Board of Directors all working together for our patients. Collectively, we will set SCFHC on a path of continued growth and expansion by reinforcing our mission to provide high-quality primary care and education services to the residents in South Los Angeles.

Chief Executive Officer - Richard A. Veloz, MPH, JD
Mr. Veloz holds a JD and an MPH from UCLA. He has worked in the health industry for over 33 years and has been active force in the health management and policy field. He has held senior level positions in the Clinton Administration's Presidential Task Force on Health Care Reform, the National Highway Traffic Safety Administration (NHTSA), and the LA Care Health Plan.
Chief Medical Officer - Felix Aguilar, MD, MPH
Dr. Aguilar has over 15 years of experience. Previously, he was the Director of the Child Health and Disability Prevention Program of the City of Long Beach Department of Health and Human Services. Dr. Aguilar received his medical degree from the University of California, Irvine (UCI), and his Master of Public Health from Tulane University in New Orleans, LA. He trained in Family Medicine at H-UCLA and in Preventive Medicine and Public Health at the California Department of Public Health. Dr. Aguilar is Board Certified in both Family Medicine and Preventive Medicine/Public Health.
Chief Operations Officer/Associate Director - Genevieve Filmardirossian
Ms. Filmardirossian has over 20 years of experience working with community health centers as a CEO, COO, and Clinics Administrator. Her diverse skills and background are a true asset for accomplishing goals/objectives of expanding programs and services to meet community health needs.
Chief Financial Officer - Paul Ramos
Mr. Ramos is a finance professional with an exclusive healthcare background with over fifteen years of experience. Previous positions held included CFO, Accounting Manager for a $16 million local FQHC community health clinic. Prior experience ensured that finance and operational systems are in place to support the development of all business activities to meet targeted operating margins.
Development Director - Jerra Ferguson
Ms. Ferguson has nearly 23 years experience in fund development with both national and international organizations such as The American Cancer Society, the YWCA, and the Los Angeles Urban League. Her skills include grant writing, corporate development, donor management/recognition, special events, and marketing.
Human Resources Director - Sandra Tatum Green
Ms. Green a.k.a. "Sam" has been with South Central Family Health Center for 10 years and has over 23 years of experience in management in for-profit and non-profit agencies. Ms. Green holds a BA in Business Management and certification in Human Resource Management. Ms. Green is an active member of SHRM and PIHRA, as well as a member of the CCALAC HR Roundtable.

South Central Family Health Center (SCFHC) provides high quality primary health care services in a culturally and linguistic sensitive manner. Women Programs are designed to provide women with the best medical care for better and healthier outcomes. Comprehensive Prenatal Services Program (CPSP) with Certified CPSP Personnel in these areas:

Through the Comprehensive Prenatal Services Program (CPSP) , South Central Family Health Center provides services to pregnant women, from conception through 60 days postpartum. In addition, to standard obstetric services, women receive enhanced services in the areas of nutrition, health education breastfeeding.
We also offer baby showers and hospital tours. For your convenience, SCFHC partners with local area hospitals to insure the delivery of your baby.
